My process for my 20 page paper

So my paper is about the budget cut that has affected everyone and everything in San Jose. My research has been going smoothly lately; however, there are only few articles based on San Jose and a lot more on other cities around us. There are some things that I can write about in the paper but I do not think I can write a 20 page paper on it. I have written about how the budget has effected schools, jobs, road works, and other miscellaneous things. Please feel free to give me some advice or what not!
